Bylaws
Article I. Dues
Section 1.
Dues for the current membership year shall accompany all applications for membership in the Association.
Section 2.
Persons who have forfeited their membership through nonpayment of dues may be reinstated upon payment of dues for the current year.
Section 3.
Membership dues shall be as follows: Active - $25.00, Associate - $8.00, Corporate - $50.00, Student - $5.00, Retired - $5.00, Honorary - $0.00.
Section 4.
The Association shall refund to active district organizations $2.00 per active Association member.
Section 5.
The active district organizations must document and report organizational activities in writing to the Board of Directors.
Article II: Membership Year
Section 1.
The membership of the Association shall be October 1 to September 30.
Article III: Board of Directors
Section 1.
The Board of Directors shall fill any vacancies in office until the next election. The partial term shall not effect the appointee=s eligibility to serve.
Section 2.
The Board of Directors shall make policies.
Section 3.
The Board of Directors shall assume the responsibilities of the affairs of the organization, except those requiring a vote of the membership.
Section 4.
The Board of Directors shall approve the annual budget at the Fall board meeting.
Section 5.
Any member of the Board of Directors who fails to attend a majority of the annual Board meetings shall be replaced by the Board of Directors, unless extenuating circumstances exist.
ARTICLE IV. MEETINGS
Section I.
The Association shall meet two times a year, dates to be determined by the Board of Directors.
Section 2.
The Board of Directors shall meet at least four times each year, two of which shall be concurrent with the annual meetings. All board meetings shall be open to all interested members.
Section 3.
A quorum of the Association for the transaction of business shall consist of a majority of the active members present at the time of the meeting, provided that notice of the meeting was made in writing at least thirty days prior to the date of the meeting.
ARTICLE V. PUBLICATIONS
Section 1.
The Association shall publish a newsletter a minimum of four times a year under the supervision of the Board of Directors.
Section 2.
The editor shall be appointed each year by the president.
ARTICLE VI. TRAVEL ALLOWANCE
Section 1.
The budget of the Association shall include a stipend for the president to attend the annual meeting of the American Library Association, the American Association of School Librarians or the Association for Educational Communications and Technology. The Association budget shall also include a stipend for the vice-president/president-elect to attend one leadership training conference. If, for some reason, the president and/or the vice-president/president-elect cannot attend the affiliate organization's annual meeting, the president may designate in writing an Association member to represent ASLA. The representative's stipend to be provided by the Association.
Section 2.
Travel funds may be received from the treasurer prior to travel authorized by Board of Directors. The person traveling shall return all monies not substantiated by receipts.
Section 3.
The Association shall reimburse the Board of Directors and Committee Chairpersons for travel expenses to two yearly meetings (not concurrent with the annual conference meetings) at the state of Alabama's current reimbursement rate.
